Project Title: Louisiana Swamp Base High Adventure Campus – Phase 2 Development

Owner: Louisiana Swamp Base, Inc.

This Selection Committee orientation is being conducted in conformance with the recently enacted amendments to the Construction Manager at Risk (CMAR) statute, LRS 38:2225.2.4. Although those amendments are not effective until August 1, 2026, the Owner is conducting the remaining CMAR process in conformance with those provisions including but not limited to the scoring and ranking procedures.

A copy of the recent amendments is attached to this agenda. The schedule for completion of this CMAR selection process follows:

July 16, 2026 – Selection Committee Orientation – PUBLIC MEETING

• Distribution of RFP responses to Selection Committee members

August 6, 2026 – Selection Committee meeting to evaluate and score the responses

August 10-13, 2026 – Selection Committee convenes - PUBLIC MEETING

• Selection Committee in-person interviews with top three proposers

  • Note: These interviews are excepted from the Louisiana Open Meetings law pursuant to LRS 38:2225.2.4(F)(4)(a)

• Selection Committee executive session to determine CMAR recommendation to Owner

• Selection Committee reconvenes PUBLIC MEETING to announce and publish each proposer’s scores, and identify the proposer it recommends for award to the Owner

The results of this selection review committee process, inclusive of its findings, grading, score sheets, and recommendations, shall be available for review by all proposers and shall be deemed public records.
